A Layer-1 project targeting Rust/RISC-V execution and agent-native commerce. Deterministic finality, external-provider liquidity, and economic agent capabilities remain release targets, not claims about the stale development network.
The target architecture does not run EVM bytecode as its execution identity. It instead specifies Rust source compiled to deterministic RISC-V artifacts. Any cross-chain liquidity route must be a separately released external-provider or issuer integration with its trust model shown to the user; no in-tree bridge is active.
The intended workloads include agent services, payment rails, and applications that need deterministic settlement. The four-second cadence and protocol capabilities are design targets. The public RPC was reachable but stale at height 74,907 when checked on 16 July 2026, so it does not demonstrate cadence, finality, or economic state.
Starfish-C targets round commitment through a 7-of-10 bitmap certificate over independent ML-DSA-65 operator signatures. The stale public head is not finality evidence.
The registered topology describes 10-member clusters and a 7-of-10 threshold. Open admission, slot swaps, liquid bonding, and current participation each require activation evidence.
Rust contracts, MRC assets, and native modules are the intended launch path. Each capability must be released and activated separately; Solidity/EVM execution is not the target.
